Minor issue but. the New button is way down the bottom of the page.

When I load up a new test case that does not have any steps written for it. I get presented a grey screen. I then need to scroll down in order to find the button to create a new step. Surely this could be done a lot better. Perhaps the button is part of the function selection at the side of the step would be a better way to do it.
