Testers can create Test cases

I think Testers should be allowed to create test cases in the community version.

The test manager will not always be creating test cases but should be approving them for use.

So I think Test manager and Tester should have this facility.

Hi Jamie,

in an earlier stage we were discussing the role of a 'test engineer' which would kinda resemble your vision of a tester. This has been dropped in the past but might reappear in a later version. But as stated elsewhere we need to implement a proper rights management before we will introduce new roles.
